Project panel copy issue

Version 24.3.0 Beta (Build 24)

Windows 10, 64bit

When I move clips and timelines in the Project panel, instead of simply relocating them, it creates a copy in the new destination, but leaves the original in place. 

Is this a feature, and if so, how do I turn it off?
