Sync settings not working in Premiere Pro Beta (24.1.0)

Sync settings from current release of PP (23.6.0) to the PP Beta (24.1.0.27) is not working for me. I've uploaded the settings with sync settings from PP 23.6 several times, and used sync settings to download from the cloud on PP Beta several times. The settings (window layouts, keyboard shortcuts) never appear on PP Beta. I uninstalled, deleted all files and reinstalled PP Beta, and it still does not work. I waited overnight hoping they would magically appear, and that didn't work, either!

 

Unfortunately, I already began editing a huge timeline in PP Beta to take advantage of the text-based editing and AI dialogue audio sweetening features, but having to struggle with this bug, and I guess rebuild all my keyboard shortcuts is negating any time savings I gained.

I was able to fix it (yay!) by manually copying my entire user preferences folder from version 23 to version 24 (overwriting the preferences folder that PP Beta had created). Just copying the Layouts subfolder and the keyboard.kys files alone didn't work.
