How to run a UXP Plug-in without using UDT (UXP Developer Tool)?

I am testing a UXP plugin.I want to run the UXP plugin without using the UDT (UXP Developer Tool).I manually created the Plugins/External folder under /Library/Application Support/Adobe/UXP and placed the UXP plugin folder inside it.The folder name was set in the format of id_version, referring to the manifest.json file.However, when I launch Premiere 25.6 Beta, the UXP plugin does not appear as shown in the attached photo.

Is there anything else I should check?
