"Add new captions segment" in Text Panel 3 dots Dropdown Does Not Work

Problem was demonstrated in 15.4.1 and Beta 22 Build 63. See forum post:

Steps to reproduce:

    1. Narrow Text Panel so the Plus symbol does not show.

    2. "Add new captions segment" is available in the 3 dots dropdown

    3. Click on that option.

Result: Caption segment is not added.
Expected: Caption segment is added.

Workarounds: Expand Text Panel to use plus symbol. Use Ctrl-Alt-C.
