Adobe rush premiere doesn't allow to write text?

Right. There used to be a text tool, but the team removed it for some reason. As for creating a title with a simple title tool, that is not available. You need to use a template. May I suggest you search "Basic" and save these as presets? These are good starting templates for most of your titling needs. You should be able to do most of what you want if you start with these. I hope the advice helps.
