Does Premiere Pro work better than Premiere Rush (laptop), i.e., not crash or freeze constantly?

I'm starting to do some basic video editing at work and wanted to try Premiere Rush (in my current package) to see if I should upgrade to Premiere Pro.  To put it mildly, Premiere Rush has been completely useless.  I can not even edit a 2 minute 1080p video without Rush freezing.  I have not managed to edit or export a single video.  I have an i7, 32MB RAM, and UHD 620 GPU.  To validate this platform I tried the Windows native video editor and it worked flawlessly.  4 hours of struggles with Rush solved by 10 minutes in a Windows app.  

 

Does Premiere Pro work any better than Rush?  If not, I might as well stick with free Windows.  How can Rush perform so poorly without being addressed?  Looking through the forum, I'm far from the only user with this same issue.  Hard to believe Adobe would get whipped by Windows in video editing.
