Freeze up at Start-Up / Premiere Rush

After launching Premiere Rush the “Your Project” windows comes up with a spinning donut in the center. To the left, greyed out “Create a New Project” button. Below the greyed out button there is Help, Learn, Community which all works fine. At the top what appears to be Premiere Rush pull down menus. Each pull down can be accessed. Very little menu options available. Premiere Rush stays in this state for what seems like forever or until I “Force Quit”. Please help correcting this issue.

LATEST

I performed First Aid on my drive using Disk Utility and it did not solve the problem. I have since update Premiere Rush to version 1.5.40 (Build 35). The new version is responding the same way.
