Help with a video FPS

I have a video converted from a VHS tape to digital format at just under 60 frames per second, and 5259 kbps. When I upload it into Rush which is set at 60 frame rate, the video becomes very jittery. If I change the frame rate to 30, it fixed the issue. But then, the audio doesn't sync with the video. It is an hour and 20 minute music performance footage. Would anyone know a solution? How I could fix the audio delay pre or post editing? Using on desktop.
