I am trying to open a video file taken on a EOS R7 in Premiere Rush. I get the message that it needs a HEVC codec which is only available with a paid plan. I do have the photography plan so this should be available. Can anyone help please.

The Photography Plan does not give you a premium subscription to Rush. Sorry. You have the Rush "Starter" version, which does not include premium features like HEVC support. You would need a different plan for that, like Adobe Express, Creative Cloud All Apps, or a Premium Subscription to Rush itself.
This is a common misunderstanding, so, I apologize for that!

Thanks for the reply. In order to save this being a common misunderstanding I think it would be worth changing the error message statement. It says you need a paid plan (which I have got); it would make it much plainer, to those who don't know, if it just stated the paid plans you need. Would have saved us both time.

This also is a new issue for me. I've been making videos successfully with Premiere Rush for a few years now. I just started seeing this error message recently. Whats going on? I've also read through a number of these threads and can't seem to find an answer.

I saw your message. Thanks for the screenshot. Unfortunately, the Photography Plan does not give you access to the premium features of Rush. You have the "starter" version, which does not include the HEVC codec. You must transcode the footage to either the H.264 or ProRes codecs in an app like Shutter Encoder. You can also change camera/mobile phone settings to shoot H.264 instead. You can choose a different subscription plan, which includes Rush. Not sure why you have not had any trouble in the time before getting this warning. Perhaps you were shooting H.264 until now and your camera settings were auto-updated to HEVC. Not sure! Sorry for the frustration.

@Kevin-Monahan I have the Creative Cloud All Apps 100GB plan, and also receiving the same message. Using an M2 Apple MBPro. Camera is a Sony a6700, and was importing fine. Same settings, but now my files are not supported and I have to pay more? Please advise.

Try shooting with a format that is 4K 8-bit 4:2:0 and not 10-bit 4:2:2, (if that's what you are dealing with). The latter is not supported. You may have to convert existing footage to a codec that Rush can understand. If you do not have Adobe Media Encoder, try the freeware Shutter Encoder. I hope the advice helps you, @novaxera!
