Check out Creative Cloud Express Quick Actions. You can reverse the video there, then import it into Premiere Rush. This option is for you to use free of charge. Here is a link you want to have!

Though it would be much better to have this feature inside of Premiere Rush, this workaround should help you achieve reverse motion for your video clips.
