is adobe premiere rush a virus?

I just did a Google search. According to this website, there is ransonware with the extension of .adobe. It has nothing to do with Adobe the company.

Use virus and malware protection on your computer, don't go to shady sites, don't click unknown links, and keep your software and OS updated to include the current security patches.

Adobe Premiere Rush is not malware. It's a video editing app from Adobe (the company).
