Can you try with a new User Account? You can also see if Adobe Folder Permissions need resetting here: https://helpx.adobe.com/x-productkb/multi/preferences-folder-read-only-error.html

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post if it helps you get responses.

I have spend hours searching Adobe forums for solutions but am yet to find one that has worked.
I recently tried a method that worked for others with the problem but NOT for me! See below...
Uninstall DropBox
Deactivate iCloud Drive
Reboot.
Upon login - Opened Terminal (Applications âžž Utilities âžž Terminal)
Copy/paste at prompt: diskutil resetUserPermissions / `id -u`
Let it complete.
Go to Home (your user folder)
Changed Sharing & Permissions for Documents and Desktop folders (click on folder, command/control i âžž "Sharing & Permissions" âžž Click on lock and enter your password âžž click on your username âžž click on gear âžž "Apply to enclosed folder")
Reboot.
Opened up Premiere...

Just to reiterate. This did not work!! I still get the loading error stopping on "ImporterQuickTime.bundle"
