Hello!

I am trying to create a video where it looks like there are lots of hearts and "likes" poping up over the screen. I have not been able to find a tutorial on how to do something like this and wasn't sure if there was a way that is easier than animating each one?

Yes, in Premiere Pro, you can open the Essential Graphics panel (Window > Essential Graphics)  and browse free or premium Adobe Stock templates there. If you've used any graphics in Premiere Rush, you'll find them under My Templates.

From the dropdown menu, select Overlays and enter what you'd like in the search bar. "Hearts" will show some options that look like what you want. You could also try entering "emojis" or "likes."
