Rush Premiere Stuck on Load (Windows 10)

Premiere Rush gets stuck loading the screen stating "loading ImporterQuicktime.prm". I have tried the apparent solution listed here, which did not work.

In brief, it asked me to create a new user account on my PC, and load Rush there. This worked to the extent that I can open Rush in a different User profile, but it did not help me because none of my projects are accessible via that account (and I would not want to have to maintain and switch to a different use account just to access a single program.)

Returning to my default User profile did not succeed in fixing the problem (as the original post from 2020 implies it would.)

Please help: I would like a permanent fix to this problem, and adobe Rush is already so clunky and fraught with error. I would use Premiere Pro, but it's too beefy a program for my poor old laptop to run.

See if the previous version of Rush might work. Let us know!

That did not work. I am still stuck on the following loading window:

I have tried two previous versions of Premiere Rush: 2.9 and 2.8. Neither have resolved the issue; all versions seem to stall out on ImporterQuickTime.prm

Can anyone pease help me fix this?

In the lower right is a chat pod. Once you reach a live agent, request to be transferred to the "video queue." They should be able to assist you with this issue. Sorry for the frustration.
