Unblur videos pixels

is there an app or software to Unblur or unpixel a video my videos are very pixel and fuzzy I want to convert them to high quality videos

You can use Premiere Pro with After Effects to upscale your video if it's a lower resolution that what you want your output. You would open your Premiere Rush project in Premiere Pro, right-click and select Replace With After Effects Composition, and apply After Effects' Detail-preserving Upscale effect. Then save and go back to Premiere Pro.

If your video just needs a little improving, you could open your Premiere Rush project in Premiere Pro and use its one of the Sharpen effects.
