You should do what the message says, as soon as possible. It MIGHT be possible to recover your account, it depends why Adobe blocked it. It may takes weeks for a reply, but watch carefully including Spam folder.

You don't send an e-mail, you use the “contact us” link. That's the correct way to get in contact with the contributor support. There is no chat or life chat for contributor support and the community can't help, except telling you to use that link. Adobe will answer by e-mail! So watch your spam folders.
