Other platforms have there own rules and moderation. It's not an argument.
For your picture: You will need to equilibrate your histogram, by lifting up the shadows. And you will need to address the colour noise problem. May be, it passes then.

As was said, the photo is underexposed. It is not in sharp focus and has chromatic noise.
