You wouldn't get a "site can't be reached" error message if your account has been banned.

This indicates a blocking by a firewall. If you can connect to your account via VPN you are passing by any firewall that may be set up by you or your company or your internet provider to access this site.

i can access my account when i connected VPN but without VPN, not access it. but today sometimes i can log in to my account, i also contact support they are looking for a solution to this problem

The problem is somewhere between you and Adobe. As I said, most probable causes are a badly configured firewall or DNS.
