Hi adobe team,
In Adobe Stock I upload files created by AI technology like this (picture1). For that I want to give AI tick mark. But if I click No after ticking the recognizable people or property below, what will be the harm?
As you can see in the picture, if I always give a tick mark, will it be block or will the account be deleted?

In this case you should check the box. That will not cause your account to be blocked.

Can't give three clicks. If you click on the top two, the bottom one goes away. I usually want to tick AI when working with vector files. If I always click No on Recognizable People or property instead of clicking on People and Property are fictional, what will be the harm?

You are right. If there are people or property in the picture, you have two possibilities: Either thze are fictional or not. If you say that they are fictional, you do not need a release (but they really need to be fictional). If your AI is modelled after a really existing property or person (like an AI portrait inspired from a picture of your grandmother), you will need to submit a model or a property release or both.
If the image is showing abstract items, and not a property or persons, you can click "no recognizable people or property".
It seems to be quite logical to me: Fictional or not, property or not, persons or not.

We have answered your question. When there are no recognizable people or property, you check No. That is how it works. You will not get in trouble for clicking No when there is no recognizable people or property.

Property usually applies to land, homes, original art, etc. Not to dogs or cats or AI results that create fictional land, homes, or fictional art. If your asset does not include a person, you will click No 99.999999999% of the time.

Property is my home, my living, my something. Or your garden, your home, your kitchen. Or that from someone else. Or a fictional (!) kitchen, living, garden etc. A property in thsi sense is something that belongs to someone and may be identifiable by the property holder. BTW: this includes industrial designs, like apple iPhones and similar.

Let's say that the building is understood as property, if I forget to click No on all the designs in my adobe stock portfolio, will there be a big problem or will the account be deleted or teminated or blocked?

A fictional building created randomly by AI would not be considered property. You would click No. I have never NOT clicked No in such an instance, so I can't tell you what would happen to my account if I forgot to select No. In fact, I doubt that the Submit button would even turn blue if I forget to check one or the other. If you were to check Yes, you would be required to submit a property release.

No. At least it shouldn't, unless you get a very picky moderator, in which case you will be informed that you have to provide a property release. I've uploaded dozens of AI images of fictional "property," but I have always selected No.

If you submit an actual photograph of a real person, you would need a signed model release.
If you submit an actual photograph of a real property or landmark, you would need a signed property release by the property's owner.

Nobody knows, if it is fictional or created after a known property (known to the property holder). That may happen, if you use a picture of something (like your living, or your grandmother's living) and the resulting AI picture is based on that, and looks similar to the model picture.
