Ukraine accounts still can't do commercial transactions or receive goods/services payments which includes withdrawals from Adobe Stock as they would be sent as payments for goods/services.

 

Perhaps you can set up another account with Payoneer or Skrill to receive funds from Adobe Stock.

Check the terms and conditions for PayPal. It looks that for some regions, PayPal has changed the conditions for accepting money from companies for services rendered. If there is nothing to see, contact PayPal support.

 

If PayPal refuses to accept the money, they will send it back to Adobe and Adobe will credit your account again. At that time, you can do a second attempt. But you will need to know why the payment failed the first time, or you will run in circles.
