Can you post a full-sized pic, the thumbnail is just too small to give any advice.

Most probably, noise is at least one issue as it is a night shot,  especially if it's from a smartphone.

The streetlight is causing lens flare. Do you have model releases from the recognizable subjects?

Sorry to say, but your photo will not pass Adobe Standards for stock photos.

Mobile phones are not very suitable for Adobe Stock photos.
