The flag is not sharp, the guy is underexposed and the background is not clean. This in addition to what @Jill_C said.
Seems over saturated and I see some chromatic aberration. Not sure whether the Navy logo would earn an IP rejection.
If this is the navy logo, it can't be used for stock. But tgere is also a second logo on the screen.
