DOF is OK. But other defects like noise and chromatic aberration are abundantly visible. This is a problem of HDR images. There are also additional artefacts visible (
) as often happens with HDR images. You could slightly straighten the horizon and correct the white balance.
As for the composition, it would have been better to move a little away from the boat to get all the bottom and the right stabilizer in the frame.
I suppose that a non-HDR-image has more chances to pass.

Since it is already cropped bad, I would even go further and place the horizon on a horizontal Rule of Thirds grid line and the bow of the boat on a vertical line.

It makes it clear that composition is one of the reasons for technical issues.
"in action photography the shot can't wait for perfect framing"
Adobe do not make any allowance for the difficulty of getting a photograph. This particularly affects action and wildlife photography. If the photo is not technically perfect, including composition, it will be rejected - even if it is unique and extraordinary.
