There are many jumps and hops from your network to the other that it's difficult to tell where the problem might be. Have you tried a traceroute or know someone who can show you how to do it? (it's usually as simple as something like 'traceroute contributor.stock.adobe.com' using a Terminal app. This will telll you if something upstream might be causing the issue. (This is the full extent of my knowledge with IT and I still might know what I'm talking about.).

The hops are irrelevant here. Except if one of the computers/routers along the road is under a DOS attack. If that is the case, the issue is temporary.

What is the size of your assets in mega bytes? Did you try a different browser and/or computer? Did you try a different network like home/work/cell?

Disable temporarily your anti-virus (as a last test, and only when being on a private network, not on a public hotspot). What antivirus do your have? A lot of third party AV are slowing the computer.

Clearing cache and cookies may be of help. Disabling any browser helpers may help too.

I did not quite understand, are you uploading as a standard from a cell network, or did you just try that one out?

Uploading smaller batches, like ten or only 5 assets in a row, may also help. It may just be the same issue as the traffic on a road. If you have a road that typically allows for 10 cars at a given time, and you have 15 cars, the traffic gets stuck, and the ten cars behind come to a standstill. https://en.wikipedia.org/wiki/Traffic_congestion

Your file is basically a car and your line is the road.
