Much too dark. It could definitely stand to be brightened up quite a bit.
It is so underexposed that it is not possible to determine whether it is in focus, or has noise or other artifacts.
You tell us! What reason did Adobe give you? Quality issues?
The histogram shows that your asset is underexposed:
Parts of the highlights and all the whites in the histogram are missing (right). There is a spike with the blacks (left) and there are parts where you have black clipping.
With some exposure correction and noise correction, it may pass.

In addition to the underexposure, the file is also very noisy and lacking details when zoomed.
Your files must meet the criteria tabulated here when zoomed.

Even with a levels adjustment, I'm not sure it has much commercial value. It's unclear what your subject is supposed to be.
Also if this private land, you'll need a signed property release from the owner.
Adobe Stock customers expect the highest visual and technical quality for use in commercial projects.
