Adobe Stock exteneded licensing

Hi there, my company entitles me to access unlimited Adobe Stock under an Exteneded Licensing agreement.

I have downloaded multiple images that I would like our Creative Agency (external) to use to create a  document they are helping us produce. Is this allowed? It will only be used by my company in the end.

To summarise:

They are asking if they can use the imagery as a third party vendor. 
They also wish to alter the images so this might be more complicated?

If you have any documentation that would be useful too.
