Hello,
Can anyone confirm why I am reaching my daily limits? although I have Adobe's creative cloud subscriptions with no Adobe stock, wasn't it supposed to be free for members only? (Free stock not the paid once)
Even with a subscription to Adobe's Creative Cloud All, I believe the limit for free assets is 3 per day.
The daily limit for Free Stock assets applies irrespective of your Adobe subscriptions. In fact, you don't need a subscription to ANY Adobe product in order to utilize the Free Stock Collection.
Free stock asset downloads are limited to a certain daily number. Even that this number is not published anywhere, we believe it is currently 3 assets as @daniellei4510 said. Creative Cloud subscriptions and Adobe stock subscriptions are different one from the other and are separate.
The counter will reset 24 hours after your third licensed asset that day.

I used to download many more free assets before, What would be the point of free assets if we still have to buy adobe stock's subscription?

That's exactly the point: Adobe wants to sell the subscription. The free assets are to get you used to the stock assets. The limit is to avoid asset harvesting. I suppose that prior to implementing the limit, people used to harvest the free assets without limit. And using each day 3 free assets should be ok and should work for anybody.

The Free Collection is obviously a promotional program; you might notice that when you search for an image in the Free Collection you see just below the image a section titled "more from this series". If you click on any of the those additional images, they are generally not in the Free Collection. It is Adobe's hope, and desire, that you'll get accustomed to using high quality stock images, and that if you don't find what you're looking for in the Free Collection, you'll sign up for a subscription. Nevertheless, the Free Collection does have ~1.2 million assets; however, it was never intended to be a permanent substitute for having a paid subscription. Well, if you are doing this as a hobby or for a not for profit association, the free assets are really great and limited to three a day should not be an issue. I regularily license from the free assets for my not for profit work, and the three assets per day never was a limit.

I am signed in but unable to download any free assets. When I click the blue "License" button, I get a message that says "You don't have enough credits to license this asset. Please contact your administrator to add credits to your account." Help!

You have a Teams or Enterprise account. You should do as advised: contact your administrator. That should be a person inside your organisation. If you are a school affiliated user: there are stock related restrictions on your account, that may produce a message like this one.
Alternative: Use a different browser. Sign in to your account, but choose the private environment.
You may be able to license assets then.
