Bad quality footage and not able to tell until licensed

I'm sure this has already come up. But I spent the morning looking for assets for an upcoming video. I feel like I have purcahsed a clip where someone has just put a slight pan on a low res still image:

https://stock.adobe.com/nz/video/splendid-sunset-sunlight-over-city-and-coast-of-wellington-new-zeal...

- you'll notice none of the car lights move on the street.

I feel pretty cheated to be honest, even for HD quality I was expecting something with a bit better definition and less over compressed noise.

The help team will be calling me back in a couple days, but feel like this could have been avoided with reviews of clips on the page they're on. Atleast as abililty to call out shotty quality when it appears.

Video shouldn't be a pan over a still image. Any decent video editor allows for that. Let's see what @Contributor1 thinks about this.

You will need, however, to contact customer care for a refund of your credits.

Hello @AMPhotoVideo, sorry for the poor experience with this type of asset. I've sent the details of the video to be reviewed internally. I agree, this is not the quality I would expect in a panoramic video.

For a refund:
