An employee purchased and downloaded several images that we do not want/need. Is there a way to get those credits refunded?

I suppose, you should educate your employees.
My guess is that you are on a Teams or Enterprise subscription. Contact Adobe customer care via the admin console and try to negotiate that.
You could also post the asset IDs here and hope that Adobe will grant you replacement credits for them.
