Package Folder structure is lost when publishing to sbsar

When publishing sbsar the internal folder structure is lost - it appears that only the first graph within a folder retains it's original path. 
This behaviour occurs with  Designer 12.3.0 and Automation toolkit 12.4.0 on more than one machine

This is a significant issue when batch replacing dependencies

I did some further testing around this and when querying the cooked package contents via substance automation toolkit using SBSArchive.getSBSGraphPkgUrl() the relative paths stored inside the archive report as being correct. 

Despite this, sbsimpact manager cannot locate the correct path when calling declareSBSMoved()

Some hint as to the underlying cause may help me to work around the problem as I imagine a patch will take some time to implement
