A blurry texture can be due to several things.
1. The project size
A small Texture set (256x256 for example) can obviously creates some blurry textures due to not enough pixels to display the maps correctly.
2. The UVs
This is kind of the same issue as the project size. If the UV shells aren't taking as much space as they could in their Texture set, this could result with not enough pixels to display the maps, therefore a blurry texture.
3. The tilling
When you apply a texture on a mesh in Substance 3D Painter, this texture has a size (let's say 2048x2048 for this example). Therefore, when you repeat the texture, this shouldn't cause any issue, because you're not losing any pixel. But, when you zoom in the texture, you will lose some pixels, causing a potential blurry result.
And for the artifacts your object has, this is clearly a UV problem. Probably some UV shells overlapping.
