Can you try this, it worked for me when I got that message when I first used the Adobe versions:

1.Go to the Adobe CC desktop app and sign out of your account

2. In the desktop app check for updates (the app itself may update)

3. Sign back into your account

4. Try opening Painter from the start menu

 

After that I was succesful and can open painter from the start menu and the desktop app
