Where did the add new layer go?

新しいレイヤーの追加はどこに行きましたか？
公式のものを見るとこんな感じです
なぜこれが起こっているのかを理解するのを手伝ってくれる人はいますか？
また、このソフトウェアはSteamから使用されています。
