    For vector art, use Illustrator.

    For raster images, use Photoshop.

Consult with your editor/publisher or print professional first to find out what output, size, color presets and other artwork specs they require.

Hi, @Peru Bob paged me (ha) because I had a syndicated newspaper strip in the 90s. I agree with what @Nancy OShea said.  I made my art the exact size it would be in the papers, but you might want to make it proportionally larger for use in other areas. Unless you do the art in Illustrator, in which case it's scalable. I work in Photoshop now, but I drew my strip on paper with a pen.

When you say a "short" strip, what does that mean?

The layout is up to you. It just has to fit in the space allotted if it's going in a newspaper etc.
