Yes that’s correct. Both Lightroom and Photoshop offer similar quality. Photoshop can do a few more fancy things with layers, masking and text etc. If you only edit occasionally you could consider Photoshop Elements. It comes with an Editor app and Organizer rather like the Lightroom Library. It’s available as an outright purchase without a subscription. I think Apple have been putting out warnings for quite a while regarding older software in relation to Catalina. So you can never uninstall or re-install. Some customers have found that they still have some functionality if the app was already installed at the time of the upgrade to Catalina but I don’t think it will ever be perfect. I’m not sure if there will be an update to PSE 2020 as Adobe is normally releases a new version of the software in September/October. If you need to process your images quickly you could try the free Adobe DNG converter where your model is supported in the camera raw 12.4 beta.   Are you sure the DNG converter is not working? It’s not a good idea to reference the same files in both Elements and the Apple Photos App. This could corrupt your Photos library. You could export a copy or an unmodified original and bring that duplicate into Elements. You can also edit directly from your library in the Apple Photos app and save back into the library from the Elements editor app, but it requires an extension. I duplicated the background layer (Ctrl+J) Used Layer >> Adjustment Layer >> Gradient Map Pressed Alt and clipped the adjustment layer to layer 1 Double-Clicked in the gradient and selected a dark blue Adjusted the slider between lightness and darkness focusing on the sky (but the whole image turns blue) With layer 1 selected Press Alt and click on layer mask to block the adjustments with a black mask Set the foreground color to white and use a large brush to brush over the sky to reveal the blue tint.     You don't need to use blue. You could create a new catalog: File >> New Catalog Choose a new catalog name and save by clicking Create When the empty catalog opens try importing again. You could start with the 2000 folder, perhaps when moving, choosing a new sub-folder e.g. 2000 New and then selecting dated folders.
