I'm afraid to say that both of them have 'quality issues'.
Not a good scan/print. Did you scan these from a negative? If so, the negative has had issues in developing. It is not a 'clean' negative.
Likewise, the magenta sky is a problem!

Could you post an example of your image? Perhaps there is something you missed. Also check your keywords. There maybe a keyword, that is IP protected. Also make sure there are no watermarks—such as your signiture—and no borders. These isssues could rasie such a rejection.

For what it is worth, I honestly cannot find any quality issues with these shots. Composition, white balance, focus and so on are fine.
Can't tell why it was rejected based on quality. In this case it is just a guessing game!

The overall quality of the photo isn't that good, so I doubt it will pass.
When viewed at 100% you can see this:
Noise, not sharp focus... I would say the quality of the lens that you used isn't that good.

You will have problems with IP due to logos, cars, buildings...
Remember this is for commercial use, so such photos can and will raise flags of IP.
Removing the logos as well as the cars and motocycles may help.

This may or may not be a consideration, but the background with the blurred lights as round dots are somewhat distracting.
I think the steam from the cup is okay, as one wants to give the impression of a hot cup of chocolate, especially with the marshmallows on top. Do something else with the background.

HEIC is iPhone's compression files, it's not'raw'. Raw files will be DNG, which iPhone can take, if for example, you have LC mobile installed and use that camera app. The DNG files can them be adjusted in Lightroom.

If such a photo got accepted, and it wasn't shot with commercial intent, then sales may be nonexistent!
If a shot is shot with commercial intent, then the chances of making a sale increase.
Getting accepted is only half the battle!

Don't always take portrait orientation; you can also take landscape-oriented photos with smartphone cameras. The portrait orientation is a dead giveaway that it was taken with a smartphone camera! This is where orientation also plays a role in composition!

That lens should be ok.
Did you shoot in CR2 (raw) format, or saved as JPEG?
If saved as JPEG, then perhaps some JPEG compression artefacts. The background is a tad 'blocky'.
Ideally, you should shoot in raw format, then use some photo editing programme such as Adobe Lightroom Classic/ Lightroom to make small adjustments (sometimes large) and then save as JPEG, and then upload to Adobe Stock. It can be quite a performance!

There might also be another issue. Quality is not so good when enlarged to 100%.
Did you use the kit lens that comes with your camera?
If so, the kit lens is not very good; the quality is quite poor. If you want to upload to stock, you may have to think about getting a third-party lens.

You need to work a lot on your composition as well as exposure. They are poorly exposed and poorly composed!
