Horace,
View > Options... select from the Page Scrolling list: "Facing Pages".
Then zoom out to about 75% and you should have a full-spread print
preview in FM.

The only time you might ever see a difference between print and screen
is if you leave the FM maker.ini setting for
DisplayUsingPrinterMetrics to the default value of "Off". It is highly
recommended to change this to "On".

Chris,
You already can customize the interface (removing the shortcut key
sequences and menu options as well) so that a user does not have
access to any of the designers, just the catalogs of pre-defined tags.
You can even remove the dreaded Bold & Italic buttons from the custom
toolbar so user's can't even do overrides.
A good place to start is to look at Shlomo Perets freebie Express
Customization Kit for FM at http://www.microtype.com/resources.html
and then read through the FM online manual on customizing.
If you hold down the Shift key while opening a MIF file, FM treats it
as a Text file. I can't recall any other special function at the
moment.

A new tool has recently surfaced that adds PDF generation capability inside of the CAD application. The tool, called Pushbutton PDF from Bluebeam Software, is described at http://www.bluebeam.com/4_1.asp
From the description,it seems to be a very powerful utility, but I haven't downloaded the demo.
Anyway, from a PDF you can export to EPS or use direct PDF placement (but not heartily recommended) in FM.
