Acrobat's "PDFMaker" has not supported output to PDF from MS Publisher for sometime now. If you have Acrobat (not Reader) installed you have the Adobe PDF virtual printer. This can be the selected "Printer" for any application that supports "Print". The output would be a PDF. As well, having Acrobat installed on the desktop computer (Acrobat is not available for mobile) provides you with Distiller. You can create a custom Distiller Job Option for the Adobe PDF virtual printer to use. This configuration can support various user configurations that impact the output PDF. If you do not have Acrobat installed than any PDF from Publisher uses the Microsoft routine. Anyway questions/issues re: the output PDF would have to be chased about on Microsoft Communities. Some background info that may (or may not) be useful. Three OCR methods with Acrobat. --| Searchable Image (Exact) OCR output uses glyphs with no stroke or fill (so hidden / invisible). Process leaves the image as-is. Consequently the result has an image that is equivalent to the paper source. --| Searchable Image OCR output uses glyphs with no stroke or fill (so hidden / invisible). Process makes some cleanup edits to the images of the characters. Consequently the result is not equivalent to the source paper. --| ClearScan (now "Editable text and Images") Recognized character images are replaced. Character images not recognized are untouched. If the Epson scanner has no appropriate TWAIN drivers consider saving the scanner's output image as a TIFF (a better choice than JPEG). Scan as black & white image at 300 ppi. Use Acrobat (Pro or Standard) to create PDF from file (the TIFF hopefully - otherwise the JPEG). Before doing this look at Acrobat's Preferences for "create PDF" - - Be sure you understand the configuration options then consider making changes (if desired). Be well...

If the PDF page content is the image of text (the output of a scanner) then you can use Acrobat Standard DC or Acrobat Pro DC OCR feature. Alternatively Adobe provides an online subscription service that will provide OCR. OCR output supports use of Find / Search. Please note that Adobe Acrobat Reader DC does not support OCR - Reader is a passive PDF viewer. Using Acrobat Pro you can configure a Preflight to assess the PDF. "Without OCR" - OCR presupposes the PDF's page content is the output of a scanner. That'd be an image. An image has no text, columns, styles, etc., etc. - So none of that is available for export. What can be exported is the image (to an Acrobat supported image file format). To export to TXT, RTF, DOC or DOCX the has to be renderable text (actual font encoding information that maps to Unicode). You get that via OCR eh. Note that "outlined" fonts are not fonts per se - just a fancy/pretty graphic rendition of a font's glyph. Can't OCR those. If the publishers are sending you PDFs without renderable text then clearly they don't want repurposing of content eh. Maybe you can get the topics of such content from another source that supports repurpose more readily. Be well...

The "auto-tag" follows the designated language direction. For Western European (e.g., English etc.) that'd be left to right, top down. As well, you have an image of text (that's why OCR is done eh). There are no columns in an image. Nor are columns presented by OCR. Using ClearScan you'd replace the image of characters with characters. Now lay down Articles to get the desired progression through the text. Next- manual tag (always work out of the Structure tree) - the "auto-tag" feature isn't going to cut it so don't waste your life-minutes on it in this situation. You could use Acrobat Pro to combine the many PDFs into one PDF. You may be able to use Acrobat Standard as well - not sure. I believe there is also an online subscription service Adobe hosts that would combine many PDFs into one PDF. As to search. For that to be available each PDF's content would have to be text with font families that have regular font character mapping (each character we see ('glyph') represents a specific numeric value held in the file under the hood) which in turn has to properly map to Unicode. If there are pages that are the scanner output image of text then be sure to use OCR to obtain the OCR output to support find/search. With all that the "one" PDF will support simple Find. Using Acrobat Pro you can embed a search Index. This is a step up from simple Find. For fully feature Advanced Search use Acrobat Pro to create a stand alone Catalog Index (see the Help file). These reports are saved as HTML files. The location saved can vary depending on the version. With 'DC' a dialog is presented so that the user can provide a file name and a save location. "Better solution" = Financial institution use 'proper' PDF creation software such that actual fonts are used which map to Unicode (to support search / find). Alternative(s) = Use of a work around such as what you are doing. Ensure the desired font(s) are properly installed on the source computer (see OS help for this). Ensure PDF creator actually has the ability to embed fonts / font sub-sets. More details might help someone identify possible things to do. A link takes one to a destination/target file/content. Be sure that each target MP3 file is at the destination. A link provides a specific "path" to its destination. Be sure that "path" is present from the PDF file to the MP3 file for each link. MP3 is not a file format a PDF viewer processes. Some, but not all, PDF viewers can pass a request to the OS to have the OS's default MP3 play application render/play the file. So, an end-user's OS has to support the PDF Viewer 'talking' to it. The OS has to be able to bring up the MP3 player application - so that application has to be present. Just from this brief outline of needed stuff you can see there's somewhat more to it than just the PDF viewer (Acrobat, Reader, whatever). Be well...

When you create the PDF from a multi-page source you get a multi-page PDF (PDF is "page-centric"). When each PDF page's content is the image that is what is exported page-by-page. So, always, 1 image exported for the 1 image that is the page content. You'd use some TIFF centric application to combine the many TIFFs into a sinle, multipage TIFF. Be well...

Adobe Reader is a viewer not a processor PDF application. So, Reader has no access to a PDF's Document Properties "Advanced" tab informtion. (Language of the PDF content is one of these.). Note that a PDF document's Language is a requirement for an accessible PDF (which is to say / mean the PDF is ISO 14289, PDF/UA compliant as this is what defines/establish a valid accessible PDF). The PDF document content Language Is Not the same thing as the software application "language". The software application 'language' localizes the software for the country/region you are in (Middle East, Germany, China, whereever). Using appropriate tools (such as those available in Acrobat Pro) you can view the PDF doce ument's Structure / Tag Tree. within that you can access/view the document's language and any inline language designations other than that of the document content as a whole. You could create a PDF from the Word file using Acrobat (not the free Reader) or the appropriate online subscription service (Document Cloud PDF Services). However copy and paste of PDF content is still possible. You could reprint the PDF to an image in a PDF. That would make copy-paste less practical.
