What is your OS? Is everything (OS, drivers, Visual C++ Redistributables) up-to-date? Have you tried completely removing After Effects via the Creative Cloud Cleaner tool and reinstalling it?   It sounds like the key "PreferExternalManifest" cannot be found in the Windows registry. So, I just tested it... When I detach the toolbar and open the Home Screen, it will look exactly like in your screenshot and I indeed cannot re-attach the toolbar. Once I go out of the Home Screen (by clicking the [Ps] icon), re-attach the toolbar and open the Home Screen again, the toolbar won't appear until I open an image or so.   Does it not behave like that for you (anymore)? 🤔 ...
