The oldest version available for Photoshop is 24.7.5 which requires "Windows 10 64-bit (version 20H2) or later; LTSC versions are not supported". Here is the helpful article on the system requirement: https://helpx.adobe.com/photoshop/system-requirements/2023.html

The logs show Fatal error 46, which indicates that the installer was unable to access a critical file or directory required for installation. This could be due to restrictions from Security Tools or antivirus.

You can also try the same package on a different machine, which is not managed by the org/no policy.

I would recommend starting with the "The minimal allowlist" and "Deployment and fulfillment services" under the Identity and Sign-in Service section. If the issue persists, you can use any networking tool like Wireshark or Charles proxy to identify if any more endpoints are getting blocked in your network.

One OIDC app will connect to only one directory/admin console. I highly doubt Microsoft will allow the creation of the second OIDC app under the same Azure tenant for another admin console. You could use the "Adobe Identity Management (SAML)" app to configure SSO for another admin console in the same Azure tenant.

The package will NEVER install if you are running the MSI file by double-clicking on it. You have to run a command on CMD or Powershell in order to install the package using the MSI file: msiexec /i “path\setup.msi".
Or, use the "setup.exe" file for installation by double-clicking on it.

If you have a separate admin console, you can use a different Azure tenant with a different domain to configure SSO using the OIDC app. You can also use the "Adobe Identity Management (SAML) app to configure SSO in the same admin console, however, with a different domain.

To run an MSI file silently and install the package without any user interaction, you can use the msiexec command with specific parameters. Here’s the command you need:
msiexec /i "Path\To\Your\Package.msi" /qn
/i: This switch tells msiexec to install the specified package. /qn: This switch sets the user interface level to “no UI,” making the installation process run silently. For example, if your MSI file is located at C:\Installers\MyPackage.msi, the command would be:
msiexec /i "C:\Installers\MyPackage.msi" /qn
If you want to create a log file for troubleshooting, you can add the /l*v switch followed by the path to the log file:
msiexec /i "C:\Installers\MyPackage.msi" /qn /l*v "C:\Logs\InstallLog.txt"
This command will install the MSI package silently and generate a detailed log file at the specified location.
Note: run CMD or Powershell as an admin.
You can also check the "PDApp.log" file to find the errors when running the "setup.exe". The location is "%temp%>> CreativeCloud >> ACC".

I would like to inform you that Adobe provides an MSI file for installation. However, it uses the Microsoft Installer service to install the package/app on the machine, which is also applied to all other installers/packages.
Could you please confirm how you are running the MSI file? Additionally, is there any specific reason for using the MSI file when the package can be installed using setup.exe?

The Domain Enforcement feature is currently planned for September 5th, 2024 (the release date might change depending on the feedback after testing). It will allow the admins to add Adobe IDs in the admin console using the claimed domain.
If it is too urgent or critical for your organization, as an alternative, you can add the users using the unclaimed domain as an Adobe ID.

If you selected the "Permanently delete content" option while removing the account from the admin console, unfortunately, the folder is permanently deleted with no option to retrieve the content.

We apologize for the issues with user additions in the admin console. This feature is active for organizations on the new storage model. For better account control, we recommend Enterprise or Federated IDs, which default to SSO if you have claimed the domain. We’re aware of the limitation in recognizing users’ org affiliation and are introducing a feature to add users as Adobe IDs via an exception list. Hi, @Spencer-Simpson, The workflow is designed in a way that the user can request multiple apps from the CCD platform, and it is up to the admin if they want to assign the CC suite or single app licenses to them as many organizations also purchase Single App licenses instead of getting a whole suite.
You can change the email frequency from the settings option under the Product Request.

If you want to update the app, you can deploy a new package with only CCD. Uninstalling it is not required. All the updates of CCD are critical and mandatory and we do not recommend disabling the option.

The ID type is Adobe ID, which is managed by the end-user only, not the admin. The end-user can navigate to the Adobe website and use the "Forgot Password" option to reset/create a new password.
