This method worked here! I use the updated Mac in Sonoma. I went to Finder -> Applications -> Adobe Creative Cloud -> Uninstall Adobe Creative Clous -> Click on "Repair" and then opened Adobe Muse. The program opens perfectly and I was able to update everything.
