Over the past week, I thought something was wrong with my installation and wasted time trying various methods.   Today, I received a same email and decided to repurchase the plan from the Adobe Store. After doing so, the 'Billing issues' banner in Photoshop disappeared.   I don’t think we need to worry about the subscription through Digital River, as their business has closed and they are no longer processing payments. They did not charge my credit card this month.   My advice is to repurchase the plan directly from the Adobe Store before your next billing date to avoid losing access to the software. ... View more

Those blur effects are from "Smart Filters". Click the drop down icon on the right side of the layer (Reveals layers effects in the panel). Then click the eye icon next to the effect. ... View more
