Darn it! That was my last find...it's been interesting researching this issue. It appears that there really is no way to turn off the automatic OCR feature.

Just out of curiosity, when you tried clearing all formatting, did you just change the formatting to the built-in Normal style, or did you use the Clear Formatting command? (From the way you worded it, I am guessing you did the latter, which is how I would have approached it as well..but I figured I would ask.)
Also..are you using Print to PDF or Save As a PDF? While both "print to PDF" and "save as PDF" create a PDF file, the key difference is that "print to PDF" essentially simulates the printing process, potentially adding extra elements like headers, footers, and page numbers, while "save as PDF" directly converts the document to PDF format, often preserving more formatting details and allowing for finer control over the final file.

Steps to disable Read Mode
Close your internet browser
Open Acrobat or Reader (without a file being open)
Select Edit then Preferences
Select the Internet category
Uncheck Display in Read Mode by default
Click OK
Relaunch Acrobat

I think what you have pictured here is just a list of all possible styles, not just the styles (if any) actually used in the document, correct? I don't want to be too basic or too advanced....how familiar are you with Word Styles?
Why it might matter: When creating a Word document that will be converted to PDF, not applying heading styles properly or neglecting to add alt text to images , can lead to significant accessibility issues in the final PDF, making it difficult for users with disabilities to navigate and understand the content using screen readers or other assistive technologies.
Here are 2 things that can cause accessibility issues when converting from Word to PDF:
Missing heading structure: If you manually format text to appear like a heading without using the designated heading styles, screen readers may not recognize it as a heading.
Improper table formatting: Tables without header rows or with confusing cell relationships can be difficult for screen readers to interpret.
Try this: Use the "Check Accessibility" feature in Word:
Before saving as PDF, utilize the built-in accessibility checker to identify potential issues and fix them within Word.

Is it possible that the PDF is corrupt? Try saving it as an optimzed PDF and see if that solves the issue.

As far as I can see, it's not possible to change this setting. You can, however, see where a file is saved by going to File - Properties - Description.
Another workaround might be to print to PDF rather than saving the file. Acrobat WILL remember the location of the last document that you printed to PDF, so this is great if you have tons of them to save to one location.

You could also try to create a new test user profile with full admin rights in Windows and try using the application there and see if the same thing happens.

I have two things you can try:
1) Assuming you have the most recent update, try to repair the installation from the help menu (Win Only) and see if that works. Then reset the Acrobat preferences as described here https://community.adobe.com/t5/acrobat-discussions/how-to-reset-acrobat-preference-settings-to-defau... You may also try to create a new test user profile with full admin rights in Win or enable the root account in MAC and try using the application there and check.
2) Try removing the application using the Acrobat cleaner tool:

Afterwards, reboot your PC once and reinstall the application using the direct link https://helpx.adobe.com/acrobat/kb/acrobat-dc-downloads.html

It is pointing to a missing or incorrectly formatted security parameter ("sp") needed for authentication. It seems that the issue isn't with the PDF itself, but with your access permissions or a temporary server-side problem.
Could you tell me how you are trying to open the PDF? Does it happen only when you double-click to open the file, or does it also happen if you launch Acrobat and choose Open > File?
