Jeff is correct there. If you built your own set of swatches from Pantone Connect and you are allowed to import them as swatch files, you should see the tool tip.
I don't think you mean the Pantone Connect Extension Panel, but I need to go over it for others in the forums.
Pantone parted ways with Adobe years ago and now have their own subscription service "Pantone Connect". I can go to https://connect.pantone.com/#/picker?pantoneBook=pantoneCmykCoated and sign in, see my libraries and hover over a swatch to see a larger pop-up that I can click on to get options many of which are not availiable to free accounts.
Now over to the 2019 extension marked as "Legacy" in the menu. I click on Photoshop Window menu > Extensions > Pantone Connect in the menu, sign in and my palette shows up, but without the large swatches on hover.
The Pantone Connect Extension offers a three-dot menu which offers the same options as clicking on the large hover swatch in the web version of Pantone Connect. I'm not a designer so I don't need or want the subscription. Same results for Illustrator and InDesign. I run MacOS 12.7.6 Maybe it comes on if you have a paid subscription but I don't know for sure.
The extension looks like a chopped down version of the web interface and since it belongs to Pantone, you must contact their Support team if this is what you mean.
I hope they can help.

Got it. Try this:
Open the Applications folder, and select Utilities > Adobe Genuine Service > AdobeCleanUpUtility.
Double-click the AdobeCleanUpUtility uninstaller.
To continue with the uninstallation, select Uninstall.
Enter your system user name and password, and then select OK.

Have a look at the Character Panel settings as well as your Mac Keyboard settings.
You also have Reset Character and Reset Paragraph in that menu.
Maybe try a similar but different font.
Reset the Type Tool in the Options Bar:
Ctrl + Click (or Right-click) on the T for the Reset menu.
If that doesn't help,
Try Resetting Photoshop Prefs on Quit. I personally would suggest to save and name your workspace so you don't lose it. Every goes to Essentals default.

I notice in your paragraph panel, the middle button is pressed. Try the leftmost button.
You might have to delete and re-enter the text. Also at the bottom use the left button if you have it.

On MacOS use Cmd-Shift-3 to capture your screen and save it to a file. Use Cmd-Shift-4 to marquee select a portion of the screen that you want to point to. Mark up those screenshots in Photoshop to draw attention to the issue in question. One way is to select a part of the area using the Marquee Tool and Edit > Stroke to give it a visible color outline.
Next, using the Forum reply toolbar, click on Insert Photos, and upload your screenshots.

The guidelines are not at all vague, they are clearly spelled out in the license terms.
https://www.adobe.com/legal/licenses-terms/adobe-gen-ai-user-guidelines.html lists what is not allowed.
Adobe works with others and not setting boundaries leaves them open to lawsuits.
You agreed to them when you leased the software. Once your commitment is up, you are free to use something else.

If none of these suggestions work, uninstall Photoshop and install an earlier version, 25.1.2 for example.

First, Try Restarting your PC. Seems obviously simple, but if you have not done so in a while, errors can accumulate.
Hopefully your graphics card meets specs, and drivers are up to date. Check to be sure.
https://helpx.adobe.com/photoshop/kb/photoshop-cc-gpu-card-faq.html
If the GPU checks out, Save your Workspace and Reset your Photoshop Preferences:
Window > Workspace > New Workspace If you have already saved your Workspace, you use Reset Workspace to recover it after resetting preferences.
How to reset Photoshop Preferences:

Image Capture is a MacOS program and is called up by Photoshop on the Import > Image from Device command. Adobe has nothing to do with it. Example: https://discussions.apple.com/thread/251238517
It's in the scan tab of Printers and Devices. Descreen options do not show up in MacOS 12 either. Why not is best answered by Apple support or your Printer Support. They should have drivers with that feature.
Photoshop offers descreen tools. This may help: https://community.adobe.com/t5/photoshop-ecosystem-discussions/is-there-an-offical-plugin-that-will-descreen-halftone-photos/m-p/14528961

Since you are not in any rush to get a UPS/ battery backup, it makes good common sense to examine all the options. Also the technology can only get more capable and reliable (maybe less expensive) while you do.

I did settle for the Jackery Explorer and it is a combo UPS/Power Station 1000 WH/$500. Power Backup in less than 20 ms. I'm sure the average electronics can handle it. $500 USD. Other higher Watt/Hour options available. The batteries are the safer LiFePO4 type.

Restarting seems like "lazy advice", but here's what it does:
Key points about restarting software:
Memory clearing:
The primary benefit is that restarting frees up RAM by closing all active applications and clearing temporary data, allowing the software to run more efficiently.
Resolving conflicts:
If different parts of a program are interfering with each other due to unexpected interactions, a restart can often reset these conflicts.
Applying updates:
Sometimes, software updates require a restart to fully take effect.
Troubleshooting first step:
Restarting is often the first troubleshooting step to try when encountering issues with a program.

I'll take "Unintended consequences" for $500:
FAA: private citizens shooting at any aircraft, including drones, "poses a significant safety hazard."
"An unmanned aircraft hit by gunfire could crash, causing damage to persons or property on the ground, or it could collide with other objects in the air," they said.
They added that shooting at an unmanned aircraft could result in "a civil penalty from the FAA and/or criminal charges from federal, state, or local law enforcement."
Experts have warned of other possible risks, including humans being struck, useful drones being downed and forest fires being caused by a drone crash.
