Technically, when you split a cell, columns are added and the other cells are just being merged automatically.
Even when you "hang" a cell in Word, it's just making the other cells invisible.

Saved as HTML and viewed in Dreamweaver (oval around hidden cells selected in DW):

That OS build is the Feb. 11th build KB5051987.
Try backing down to the Dec. 10th update (Settings>Windows Update>Update History).

Are you choosing Synchronized Options or going directly to Update All Cross-References.
As @Robert at ID-Tasker stated, X-refs would have nothing to do with parent pages updating.
Follow @Pariah Burke post to update your parent pages.

The first method I described, using the Links panel, should work. Just create placeholders, one for each month.

The OP said 01. I assume they meant the slight difference after the number and before the text. Using tabs with right align text can be problematic, so I agree--use a Em space, En space, or space instead.

I believe about 4-8 billion trees are cut down each year for paper use, of which the US paper industry accounts for 68 million (not counting imports from Canada, etc.). The US paper industry plants about 6-7 million per year. You cannot expect a fresh planting to replace the benefits of a grown tree.
Also, the US paper industry accounted for 20% of air polution in 2015, not to to mention water polution.
Use PDF and recycle paper.

There are a couple of options I can think of:
1. Create a "template" file with a place holder image positioned in both locations. (One place holder for each month.) Then use the Links menu to replace each place holder with the actual image. Be sure to set the Fill Frame Proportionally first.
2. Place your monthly images as usually. On the 12 picture page, just place and select all 12 images. Click and drag to fit the frame to all 12 images but don't let go of the mouse. Use your arrow keys to create the grid. Apply the fill frame setting as needed. See animation below (I had to dupe a couple of images to get 12):

I'm 90% sure that InData could handle it--I just wanted some wiggle room until it could be tested. Obviously, I a script would be able to also, but I would not say "not without a script".

I THINK this could be done with a database plugin such as Em Software's InData. However, some minor changes would need to be made:
The year would need to be in the top row, and the following rows with the same year would make the type and rules white/none, until it hits a new year. Technically, the years would still be in the data, just not visibile.

I've worked on multiple large documents up to 1000 pages that needed a whole-book TOC, so I used the method I described to save time.
Technically, you never have to turn the "automatic" setting back on--just update numbering by selecting the appropriate menu option.

@keithconover Keith, I'm not sure how this answers Bart's question. I read it as he needed to turn off auto-numbering/pagination as he made changes. Of course, one does have to update the number at some time, but it can be put off until convenient.

In the Book file's menu, go to Book Page Numbering Options and turn off Automatically Update Page and Section Numbers.
Make your changes. Adding an even amount of pages won't affect the rectro/verso flow of the pages.

Did you roll back your InDesign version? Did you rollback your Windows 24H update?
It's Windows 24H that's causing the issue with a lot of applications, not just Adobe.
By @Eugene Tyson
Just to clarify, it is NOT the 24H2 version that is causing the problems. It is the UPDATES to that version.
There have been three updates released in 2025. The Dec. update, KB5048667, seems to be the most stable as far as InDesign is concerned.
From another thread:
Windows 11: Major version
24H2: Minor version
KBXXXXXXX: Updates

Just a note: there have been three updates in 2025. The update that seems to work best (for the moment) is from Dec. 10th and is KB5048667.

Wait 6-9 months before updating software or OS versions. And never update in the middle of a project. InDesign 2025 came out in October 22, 2024. Using my timeframe, one shouldn't update until April-July.

This is probably not the issue, but go to the master pages and click in the main text box.
Look in the lower-left corner and see if they are all the same flow (the default is flow A).
Another way is to select the master page frame, go to Format>Customize Layout>Customize Text Frame.
You can check the flow where and make sure Autoconnect is on.
