Even as a compound path, the width tool should work properly, unless the inner and outer paths on the 'R' are somehow connected to each other; in other words, if they are actually a single path.

I think you could accomplish what you want by using a black and white gradient in the layer mask for the adjustments. Black hides the adjustment, white shows the adjustment and gray with partially show/partially hide the adjustment.

Not sure I'm totally understanding.
If you select an object and want to rotate it to a specific degree, you an type the degree in the Properties panel and hit Enter or Return.
Or, you can choose Object > Transform > Rotate from the menu
If the object is not rotating correctly because the bounding box is not straight you can choose Object > Transform > Reset Bounding box

This is one way you could do it.
Draw a straight horizontal line (stroke color, no fill).
Effect > Transform > ZigZag. Select Smooth and adjust Ridges and Size.
Object > Expand Appearance.
Effect > Transform > Free Distort. Manipulate the points as needed
Object > Expand Appearance
You can then rotate to the angle you wish.

You could try uninstall/reinstall with the Adobe CC Cleaner tool. It has a BAT fike that has fixed a couple of problems for me.

Im not able to repliate the issue.
I have to assume that you are using the eyedropper correctly, holding it down on a photoshop image and without letter go of holding down on the mouse, moving it outside Photoshop to copy a color.

This is one way that you could do it by manually creating the trim marks.
Draw a rectangle about 1/4 inch outside the bounds of your artwork where you want the crop.
With the rectangle selected, choose Effects > Trim Marks. The rectangle will be selectable; the trim marks will not be selectable (although you could Expand Appearance to make them selectable).
You could now align any object to the rectangle.

To add one image into another image, open both images in Photoshop. Select the first image you want to add to the second image and with the Move tool, drag the first image over the title bar of the second image. Do not release the mouse. That should activate the second image. Drag the first image down into the second image and then release the mouse.
Alternatively, you can select the first image and copy it into the second image. However, the first image avoids the clipboard which can be memory intensive.

One way would be to put the shape on a separate layer then Edit > Free Transform > Warp. Manually manipulate the handles until the shape conforms to the brim of the hat. You can add more control points by Control or Command clicking on the shape.

If that doesn't work, you might try uninstall/reinstall with the Adobe CC Cleaner Tool. The Cleaner Tool has a .bat file that can fix problems that a regular uninstall/reinstall doesn't. On rare occasions, it has fixed problems for me in Photoshop.

Not sure what the font is.
One way to create the effect would be type the text, duplicate it and paste the duplicate in back. Give the duplicate a thick stroke and match the stroke and fill color. Move the duplicate down slightly.
Repeat for the next duplicates.

With the Direct Selection tool, select only the 2 points that you want to join.
Then choose Object > Path > Average. That will ensure that both anchor points are directly on top of each other.
With the 2 anchor points still selected, choose Object > Path > Join.

This could be caused by any number of reasons.
Check the Warp tool brush size. On the right side of the Liquify dialog box, under Properties, make sure that Pressure is set to 100%.
Make sure that you are not working on a locked layer. If the layer is not locked, make sure that you are working on the corret layer.
It could even be an issue with your graphic processor -- Under Preferences > Performance, try turning Use Graphics Processor on or off. And, make sure that your graphics processor is up to date.

Under View menu, turnoff Snap to Grid, turn off Snap to Pixel, Turn off Align to Pixel Grid.
If that doesn't work, you might try resetting Preferences, under General in Preferences.

Take a look at Type > Document Footnote Options. The default should look like this:
If you are using a Character Style for the footnote, make sure it includes Superscript.
It is possible that the document is corrupt. If that is the case, select all the text and paste it into a new document.

In the gradient drop down list, make sure that Basics is chosen.
An abrupt transition, like the one in your image, can result if you click instead of drag across an area. It can also happen if the beginning and ending colors are close to each other in the Gradient Editor dialog box.
