One way to do it is to select the empty graphic frame and choose Object > Fitting > Frame-Fitting Options:
The dialog lets you set between different methods of fitting and filling; where the picture is aligned to the frame; and any cropping choices.
Then place the picture and all the operations will be performed.

The poster is talking about the Page tool. The Page tool is in InDesign. Is there a Page tool in Adobe Express? - I don't use Express but it seems doubtful.

The Page tool is tremendously useful. Before it was created, there was no way to have more than one page size or page orientation in a document. I teaach about it in my UC Berkeley Extension InDesign class about using it for creating multi-panel brochures and book and magazine covers.
I'd call it an intermediate to advanced tool and it wouldn't be necessary for working with simpler documents.

I have exactly the same setup on my 2021 M1 MacBook Pro, 14" laptop and have no such problems.
There was no screeen sizing issues when I updated to InDesign 20.1.
You might try restoring your InDesign preferences. You can do this from Preferences > General down at the bottom of the screen. See if that makes a difference.

What operating system are you running? You might try restoring your InDesign preferences. Since you're using a recent InDesign version you can choose that from the bottom of Preferences > General.

If the position of the frames was created by positioning them on parent (master) pages for all your pages, just check the parent pages.
If they were manually positioned, create an object style which specifies the positioning. If you (or someone else) can create a script, the object style could be applied quickly to all the pages. If not, apply the object style page by page.

Just like I said above. In your other document: Choose the Object Styles panel and from its panel menu, choose Load Object Styles. Navigate to the document that has the object style(s) you need (the one you're showing) and you'll be given the option to select "Sizing for Icons".

Object Styles are usually created for frames (graphic, type or undefined). Create a frame using the attributes you want to include. Choose the Object Style panel (if not open, choose Window. > Styles > Object Styles), from the panel menu, choose New Object Style.

What you have created are called Document Presets. You should be able to view your Document Presets in File > Document Presets > Define.
In that dialog box, you should be able to edit the names of the presets:
You could preced the names with a pair of numbers in numberic order. I believe that should let you control the order.

The problem is that Distiller doesn't understand transparency. It only understands the PostScript language which never supported transparency.
There's usually no reason to convert images from RGB to CMYK in Photoshop before placing in InDesign. That's also an ancient technique.
Place the RGB images into InDesign and choose File > Export > Adobe PDF and export as PDF/X-4.
