This is a public forum with mostly other users, not Adobe support

Adobe now offers the current and ONE older version via the online program manager
Go here for all older links https://prodesigntools.com/adobe-direct-download-links.html
-Prodesigntools is an official Adobe partner, and the links go to Adobe, not a 3rd party site
.
IF/When you do have a download, be sure to copy it to AT LEAST one external device
-you should ALWAYS keep a copy (or two!) on an external device
-since Adobe DOES SOMETIMES REMOVE OLD VERSIONS FROM THE SERVER
-a usb flash drive or external hard drive, or write to a CD or DVD

Sorry to hear that you are not able to run Premiere Pro as expected.

What year is your MacBook?

As you've noticed, the version of Premiere Pro that we can run is tied to which version of macOS that we can run.

Macworld has a great article that details which Mac can run which version of macOS:

Find out what versions of macOS you can run on your Mac

As long as your MacBook is 2013 or newer, you should be able to run up to macOS 10.15 Catalina and Premiere Pro 2020 and 2021 should run fine (not fast, but fine).  Premiere Pro 2023, of course, requires macOS 11 Big Sur or later.

On the up side, Premiere Pro runs very well on the base model M1 MacBook Air and MacBook Pro.  If upgrading, keep in mind that 8GB of RAM is the minimum system requirement.

Have you considered Premiere Elements instead?  You might be able to find an older version or if you upgrade your Mac be able to keep using the current version of Premiere Elements longer than Premiere Pro.  You could also try Apple Final Cut Pro.  The version we can run is tied the the current macOS; however, the macOS App Store should present a message that the current version of FCP is not compatible and ask if you prefer to download a compatible version.  If purchasing FCP, be sure to talk with an Apple sales agent to verify that you'll be able to download a version that's compatible with your MacBook.

I share your frustration.  My 2013 15-inch MacBook Pro Retina needs a new battery, but other than that it's in great shape.  As much as I appreciate the speed of my newer laptops, I'd definitely save money if it was easy to keep using that laptop.

How old is your laptop?

You do realize that all software updates not just on computers but on cell phones. Eventually old devices no longer have an operating system that can handle the updates. So you can not blame Adobe entirely.  You can also blame Apple too.  If Apple no longer creates an operating system updates for your device that works with new software then that is a issue.

Same thing with cell phones.  If your cell phone is old and there are no new updates for it.  Then any new versions of software will most likely not work. Also with tablets.  Try getting software to work on the original iPad or even Samsung Tab 2... guarantee nothing works on those devices.

Sorry mate... I know you may dislike what I say. But every few years you have to buy a new computer.
This is why I switched to PC and got a PC tower.  I can easily swap pieces out if need be.  With Mac, you are stuck in one spot you can not swap out components.  See, Apple wants you to buy new Macbooks every so often.

The situation is resolved and I am going to update my system. You should
have left the old version of the app available as I was actively paying for
it. So yes it was your fault and not that of apple. However I will update
my system and move on. You really should look into bettering your
services.

I'm glad to hear that you found a solution.

Our Adobe subscription plan includes the current version and two versions back as well as support for the current operating system and two versions back.  With the release of Premiere Pro 2023 we can expect support for Premiere Pro 2020 to end soon while support for 2021 and 2022 continues.  Also, with the release of macOS Ventura we can expect support for macOS Catalina to end soon while support for macOS Monterey and macOS Big Sur continues.
