I have the same problem, but I just found out that is working if you don't use shift

It is backwards

    Did you upgrade to Photoshop 2019 already?

    The default transform behavior has changed for Photoshop 2019. Moving forward, simply dragging a sizing handle will maintain the aspect ratio for text and images (but not shapes). If you would like to change the aspect ratio on images and text, now you will need to hold down the Shift key.

    This will be a big adjustment for experienced users, but great for new users who inevitably change the aspect ratio while scaling but have no idea that they have done so.
