In Photoshop 21.0.1, Free Transform is back to the old fashion way, why?

If not mistaken, since version 20, Adobe messed up the Free Transform tool that forced me to alter my muscle memory for not using the Shift key for a proportional layer transformation. Until I got quite used to it, even many times I still got confused since the transformation isn't consistent amongst types of layers. Then there came the version 21.0.0 that provides a more consistent Free Transform system. I was pretty happy with the update at that time.

 

But then, there was another disappointment with 20.0.1 update that reverted back the Free Transform to the old fashioned way. Even the "Use Legacy Free Transform" is not ticked in the General Preferences. I also tick and untick it hoping the problem disappears but not happening. Restarting the program also doesn't change. A reinstall will take too much time for me. 

 

Am I missing something? or does Adobe simply mess the already-perfectly-working-tool once again?

It should be changeable. They just made it consistent between different types of layers. Try resetting your preferences.

Thanks, it is actually working. I have no idea why it reverted then.
